The Tier II, or Professional Administrative Services Credential, is designed for full-time school administrators who hold the Tier I Preliminary Administrative Services Credential and now need to clear that preliminary credential by obtaining the Tier II Professional Administrative Services Credential.
The Tier II Credential provides focused, reflective, assessment-based professional development for school administrators, enabling them to effectively address the challenges of educational leadership in diverse settings. Analysis, research, and evaluation comprise an individual induction plan for the practicing administrator, as required by the California Commission on Teacher Credentialing (CCTC).
What are the requirements to obtain the Tier II Credential through UC Irvine?
- Possess a valid Tier I (Preliminary Administrative Services) Credential
- Complete a minimum of two years of successful full-time employment in a private or public school in a position requiring the Tier I Credential (as verified by employing school or district).
- Provide verification that you have passed
the CBEST
- Obtain a grade of B or better in Education XI398A (Induction) and Education XI398B (Final Evaluation)

Administrative Services Credential
As a public school administrator, do I have to have the Tier II Credential?
The Preliminary Administrative Services Credential (Tier I) is valid for five years. The intent of state law is that the holder will begin work on the Professional Administrative Services Credential (Tier II) upon his/her initial employment in school administration.
How do I enroll in the Tier II Program?
- Enroll in Education XI398A through University Extension
- E-mail the Instructor, Dennis Evans (devans@uci.edu) for the course syllabus and further instructions
- Once you have completed Education XI398A, enroll in Education XI398B through University Extension
Following completion of the courses, what next steps are involved?
Make an appointment with a credential counselor at the Department of Education. You will need the following documents and materials to process the Tier II recommendation:
- One official transcript (available through University Extension) reflecting your grades in Education XI 398A and
Education XI 398B.
- Completed credential application
(available from the credential counselor)
- Official verification of at least two years
of successful employment as a school administrator
- Copy of CBEST Card
- Copy of your Preliminary Administrative Services Credential (Tier I)
- A valid credit or debit card will be necessary to make payment directly to the Commission on Teacher Credentialing via CCTC website. (You will receive email instructions after your application has been submitted by the credential counselor.)
Once all required documents are submitted and the counselor has processed your credential recommendation for the State, you will receive an email requesting payment from the CCTC. After payment is received and the CCTC completes your application process you will receive a second email verifying issuance of your credential. The credential document will be mailed to you several days later. You should use the email verification for your district in the meantime. |
